The Government of Uganda has received financing from the African Development Bank including a call-off to Bank towards the cost of the PAC RAILWAY REMABILITATION SUPPORT PROFILE (REHABILITATION OF KAMPALA – HALABA HRR) and intends to apply part of the proceeds toward payments under the contract for REHABILITATION OF HALABA-JINJA AND PORT BELL - KAMPALA - KYENGERA RAILWAY LINE SECTIONS INCLUDING SUPPORT INFRASTRUCTURE. This contract will be jointly financed by African Development Bank/Fraud. This funding process will be governed by the Banks Procurement Framework. For this contract, the Borrower shall process the payment using the Direct Payment disbursement method, as defined in the Banks Disbursements Guidelines and procedures for Investment Project financing.
The Uganda Railway Corporation now invites scaled Bids from eligible Bidders for Rehabilitation of Halaba-Jinja and Port Bell-Kampala-Kyegenra Railway Line Section including construction/Rehabilitation of railway support infrastructure, station buildings, passenger terminals stations & halls, good sheds, workshops, lending, automated level crossing signaling, improvement of ships first & first Bell ancillary structures and dredging works.
Blading will be conducted through the Open Competitive Blading International OCEI procedures as specified in the Banks Procurement Policy for Bank Group Funds Operations dated October, 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
Interested eligible Bidders may obtain further information from Uganda Railways Corporation and inspect the following document during office hours from 5:00 a.m. to 5:00 p.m. The following to Friday passed public holidays at the address given below and other relevant reports:

The Blading document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$0.50/100.00 (Uganda Railings Reserve Transport or US$250 United States Dollars). Two hundred FIFty LPs notified of payment will either be cash, to our Cash Officer at Room No. 5, last Floor, URC Headquarters Building, Master Road, Kampala or directly to US$7. Account in STANHC BANK, Account No. 903004700018 or our USD Account in STANHC BANK, Account No. 903004700088 in the name of Uganda Railways Corporation.
Bids must be delivered to the address in paragraph 9 below or or before 11:00 a.m. on the 19th January 2026 Electronic Blading will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representative and anyone who chooses the status of the address below at 11:30 a.m. on 19th January, 2026.
All Bids must be accompanied by a “Bid Security” for US$1.00/100.00 (United States Dollars One Million) in the form of an unconditional Bank guarantee.
Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful Bidders beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the blading document.
